Kirk Dowdell, Board President
CEO, Golden Pacific Bank
Kirk Dowdell has over 21 years of banking experience, most recently as President and Chief Executive Officer of Western Sierra National Bank ("WSNB"); Executive Vice President and Chief Banking Officer of Western Sierra Bancorp ("WSBA"), a bank holding company with four banking subsidiaries. WSBA was acquired by Umpqua Holdings ("UMPQ") in June 2006 for approximately $350 million. He also held the positions of Chief Credit Officer and Chief Operating Officer during his nine-year tenure at WSBA. During his tenure at WSNB, the Independent Community Bankers Association ranked it as a "Top 20" bank, nationally, for both ROE and ROA, from 2003 to 2006.

Sheri Hofer, Board Vice President
Enterprise Privacy and Protection Officer, CalPERS
Sheri Hofer became Enterprise Privacy and Protection Officer (EPPO) for the California Public Employees’ Retirement System (CalPERS) in January of 2009. The EPPO administers, develops, interprets and implements privacy and security policies and practices within CalPERS, in support of the members and trustees. Prior to coming to CalPERS, Ms. Hofer was a Bureau Chief at the Hawkins Data Center, California Department of Justice. There she was responsible for the development of secure applications in support of law enforcement and the Department of Justice. Ms. Hofer holds a Bachelor’s degree in Social Welfare and Corrections from California State University, Sacramento.

Sandra has been a member of the Board of Directors since March 2007. Prior to serving as President, Sandra has served as Board Secretary and Scholarship Committee Chairperson. Sandra is a Partner and national sales executive of public sector services for IBM's Global Business Services. As a life-long resident of Sacramento, Sandra is committed to working with the Sacramento Police Department to support the Department's involvement in the community and youth programs. Sandra also serves as a member of the United Way Educational Impact Council, member of Sacramento READS!, Girl Scout Leader, and instructor for Jan Ken Po Gakko Japanese cultural youth program.

Scott Boeding started working for Target Stores in May 1999, most recently as the Group Assets Protection Team Leader for the greater Sacramento market. Scott has a history of partnership with the law enforcement community though the Target and Blue program. Target and Blue focuses on helping to build safer communities by going beyond financial contributions. By sharing resources and ideas, Target is a reliable partner for those working to keep our communities safe. Since 1946, Target has committed 5% of its income to supporting local communities; this represents more than $3 million each week. Scott holds a bachelors in Business Administration as well as a MBA from the University of Colorado.

Accounting Firm of Patrick J. Rooney
Mr. Rooney owns and operates the accounting firm of Patrick J. Rooney in Fair Oaks. A graduate of San Jose State University and Golden Gate University, he holds a BS in business/accounting and an MBA in taxation. Mr. Rooney not only brings his accounting skills to this organization, but also volunteers his talents with other local groups such as the Fair Oaks Theater Festival.

Prior to serving as Immediate Past President of the Sacramento Police Foundation for two years, John chaired the Fund Development Committee from 2007 to 2010. He joined The Cairns & Kay Group of R.W. Baird & Co. as a Financial Advisor in 2010, bringing forty years of business banking experience. John holds a Bachelor of Arts degree in Political Science and a Master’s degree in Business Administration from California State University at Fullerton. John also graduated in the top third of his 1983 class at McGeorge School of Law-University of the Pacific, earning a Juris Doctorate. As an active volunteer member of various community non-profit organizations over the last 30 years, John is currently a member of the finance committee of Sierra Forever Families, (formerly Sierra Adoption Services), and a trustee of the Greater Sacramento Y.M.C.A. Endowment Council.

Deputy Chief, Sacramento Police Department
Brian Louie has been a member of the Board of Directors since 2011. Deputy Chief Louie began his career with the Sacramento Police Department 32 years ago as a Student Trainee. Since that time, he has had a variety of assignments throughout the organization and currently manages the Office of the Chief. This office provides direct support to the Chief of Police and has oversight in Fiscal Operations, Personnel, Criminal Intelligence, and Internal Affairs. Brian has a Bachelors degree in Criminal Justice from CSU Sacramento, and a Masters degree in Emergency Services from CSU Long Beach. He is also a graduate of USC's Delinquency Control Institute, POST Command College, FBI National Academy, Police Executive Research Forum's Senior Management Institute for Police, and LAPD's West Point Leadership.

ARCpoint is a company that provides drug-free workplaces for employers and schools. He holds both a Bachelors and Masters Degrees in Business from Ohio’s State University system. Before becoming a serial entrepreneur in 1993, Jeff held senior management positions for 20 years with Fortune 500 firms - Clorox, Coors, and Charles Schwab. A Board of Directors member with the West Sacramento Chamber of Commerce, Jeff also serves on SACTO’s Member Relations Committee. He is an Advisory Committee member for Safety Inc., and belongs to the FBI’s InfraGard program. Jeff formerly served as Chairman of the Metro Chamber’s Ambassador team.

Rabbi David Wechsler-Azen, Board Member
Writer, Actor, Rabbi and Producer
Rabbi David Wechsler-Azen is an award-winning Writer, Actor, Rabbi and Producer. Champion NY tri-state area junior golf champion, Princeton graduate, and ordained by Hebrew Union College-Jewish Institute of Religion with awards in Academic Excellence, Creative Biblical Interpretation, Philosophy and Chaplaincy, Rabbi David has worked outside the box for most of his rabbinical career. He conceived, produced and originated the role of Adam in a musical theater production about the start of the environmental crisis in Eden. “Guarding the Garden” toured universities, congregations and community centers from Chicago to New York, Toronto to Miami, for over four years. A fellowship in film from Temple University led to an award from the National Education Media Network for writing, producing and directing teacher training videotapes as well as development of pieces on interfaith friendships for the Hallmark Channel. Rabbi David also is creator of “The Super in the Natural,” greeting cards that have been sold at the National Institutes of Health gift shops. For the last six years Rabbi David has been building Fresh Producers as a replicable model for empowering youth as agents of constructive change. With funding from The California Endowment, the Silicon Valley Foundation, Sutter, Kaiser Permanente, the Sierra Health Foundation, Wells Fargo, Rabo Bank, US Bank and others, Fresh Producers has trained over 500 youth to become nutrition educators and advocates, and enabled them to develop workforce skills, entrepreneurship and financial literacy. This model of combining entrepreneurial and health education has been demonstrated to lead to healthier choices and workforce readiness, along with a sense of professionalism and greater self-efficacy.
